The Department has submitted proposed rules to the Iowa Legislature (Mandatory Electronic Fling of Tax Returns for Certain Taxpayers, Rent Reimbursement Program - Transition Period, Withholding Filing and Penalty) available for public comment through October 11, 2022. The previously submitted proposed rule (Application of Two-Tier Assessment Limitation) was adopted and filed, effective October 12, 2022. See individual notices for details.
New GovConnectIowa Features Coming Soon: Here's what you need to know

The Iowa Department of Revenue and other state agencies are reminding new and existing users about upcoming changes to GovConnectIowa. GovConnectIowa is the State of Iowa’s user-friendly self-service portal to register or renew certain business licenses and permits, file tax returns and reports, make payments, and more. The second rollout of this multi-year effort to simplify processes for Iowa taxpayers  will occur on November 14, 2022. GovConnectIowa launched in November 2021.

The Iowa Department of Revenue has submitted a new proposed rule to the Iowa Legislature (Local Government Services Division), available for public comment through September 27, 2022. The Department previously submitted the following proposed rule to the Iowa Legislature (Sales, Use, and Excise Tax). State of Iowa Prepares for Second GovConnectIowa Rollout

Seven State of Iowa agencies are preparing to add functionality to GovConnectIowa, the State’s secure online tax portal, to make it easier to do business in Iowa and to better serve Iowa’s taxpayers. This is the second rollout of a multi-year effort to simplify processes for taxpayers doing business in Iowa. The State launched GovConnectIowa in November 2021, supporting functionality from the Department of Revenue, Iowa Lottery, Iowa Department of Inspections and Appeals, and Iowa Alcoholic Beverages Division.
IDR Announces: Changes to LOST & SAVE Distributions

On June 17, 2022, Governor Reynolds signed Senate File 2367 into law. Division II of the bill changes LOST and SAVE distributions from estimated payments to actual amounts collected each month. As a transition, the first two monthly payments of Fiscal Year 2023 (August and September 2022) will be based on estimates and the remaining ten monthly payments (October 2022 through July 2023) will be based on actual collections.
